this article is not good in economics meaning for it smells a little 'yi de zhi guo', hehe. we should solve the problem through the law, not through the moral and 'liangxin faxian'. however, the moral problem is the kernal problem in china today that we should and must try our best to solve, otherwise 'guo jiang bu guo' le!!! To solve the moral problem, we must rely on the construction of the law and the education, which backward must be being done under a good maral environment...

Hi,Daqiang, thank you for your comments. I am agreed to your view that the problems should be solved through the laws, not through the moral and “Liangxin faxian”. And my article your referred to (No.13?) discusses not only the moral but also the law. Why we need laws? I think we want with them to realize what we see as equality. Therefore we often say “all people should be equal before the law”. This saying is, to an extent, the juristic expression of Confucius’ instruction of “ji suo bu yu, wu shi yu ren”. According to my knowledge (it must be very limited, you know), there may not be laws in China which demand village administrations or village collective organizations in the rural areas to go public with their accounts. Naturally, there may not be laws in China which demand urban district administrations or urban collective organizations as collective enterprises or nonprofit-organizations as universities or university departments to let their accounts be accessible to people related. In consideration of it the demands for openness of rural village accountings are moral ones set up by intellectuals and governments. To such a moral problem one should follow Confucius and intellectuals, therefore, should open their accounts before or at least at the same time they put forward the demands to peasants. Otherwise, they will lose their moral qualification to say something. Clearly, the problem cannot, as you pointed out rightly, be solved through moral when even intellectuals who always play the role of moralists refuse to make their accounts open. Laws to this problem are urgently needed. However, attentions here please: Laws should be made democratically. It must be prevented that laws would be made by some people only for their own interests. (Here we see the principle of equality again.)
